The Lowest-Cost Route for Most Working Professionals: The Salary Route

If you are employed in the UAE, the salary-based route is usually the cheapest legitimate Golden Visa because it needs no investment. The commonly published conditions are a valid UAE employment contract, a bachelor's degree or equivalent, a job classified at skill level 1 or 2 by the Ministry of Human Resources and Emiratisation (MoHRE), and a monthly salary of at least AED 30,000.

Three details decide whether applications succeed, and they are where people lose time and money:

  • The salary definition. Several recent guides report that the AED 30,000 must be the basic salary, not basic plus housing and transport allowances. The wording published by authorities says "monthly salary", so confirm with the authority how your contract is assessed before you rely on allowances.
  • Your job title. The title on your contract must match a MoHRE skill level 1 or 2 occupation. A senior role with a non-standard title can be rejected for this alone.
  • Degree equivalency. Applicants with foreign degrees have been asked to submit an attested degree and an equivalency certificate from the UAE Ministry of Education. Graduates of UAE institutions may be exempt. Starting this early avoids delays.

If You Are Buying Property: The Cheapest Way to Qualify

  • Off-plan can count. Off-plan units bought from an approved developer qualify, once the ownership is registered with the correct purchase value.
  • A mortgage is allowed. The property can be financed through an approved UAE bank with a no-objection letter. You do not need to pay AED 2 million in cash.
  • Transaction costs still apply. The DLD transfer fee and other purchase costs are paid on top of the price, so budget for them when you plan the purchase.

A related option is the separate 2-year property investor visa. In 2026 the minimum property value for sole owners was reported removed, with the updated criteria appearing on a DLD-affiliated platform in April 2026, while joint owners were reported to need AED 400,000 each. It applies to completed properties with a registered title deed, it does not allow you to work on its own, and it is not a Golden Visa. It can be a much lower-cost way to hold UAE residency through property, but it only lasts 2 years.

"Cheap Golden Visa" Offers to Avoid

Because the genuine routes are demanding, the market is full of offers that sound cheaper. The best known example circulated in 2025: a claim that Indian nationals could obtain a "nomination-based" lifetime Golden Visa for AED 100,000 without investing in property or a business. In July 2025 the ICP publicly denied reports of lifetime Golden Visas being granted through unofficial channels, said there is no provision for a lifetime Golden Visa, and said authentic information is published only on its official website and smart app. The consultancy behind the claim later apologised for the confusion.

Treat any of the following as warning signs:

  • A promise of a "lifetime" or "permanent" Golden Visa. The genuine visa is issued for 5 or 10 years and is renewable.
  • A fixed low price that skips the eligibility criteria entirely.
  • Guaranteed approval, or a "quota" or "nomination" that cannot be found on an official government page.
  • A request to pay into a personal account, or to send documents over a messaging app before any assessment.
  • No way to track the application on an official portal.

The legitimate way to lower the cost is to apply for the route you genuinely qualify for, with complete documents the first time. Rejections and re-applications are what make a cheap application expensive.

How to Find Your Lowest-Cost Route

  1. Check the no-capital routes first. Do you earn AED 30,000 a month on a UAE contract, hold a recognised specialist profession, or have an outstanding academic or humanitarian record? If yes, you may not need to invest anything.

  3. If you need an investor route, price it honestly. Add the purchase costs and, for a business route, the capital and auditor fees to the headline AED 2 million.
